The U.S. Department of Housing and Urban Development (HUD) sponsors a broad range of programs designed to revitalize urban neighborhoods, stimulate housing construction, encourage home ownership opportunities, and provide decent, safe, and affordable housing.  The programs are primarily directed toward low and moderate income families.  The programs are offered through various forms of federal financial assistance, including entitlements, grants, direct loans and advances, subsidies, risk-sharing programs, and mortgage insurance and rental subsidies.  HUD programs were established by housing legislation and are implemented through regulations, which are found at Title 24 of the Code of Federal Regulations.  The Department of Housing and Urban Development in Washington D.C. administers all HUD programs nationwide.
